The International Air Transport Association (IATA) has released its latest Dangerous Goods Regulations, while the Civil Aviation Administration of China (CAAC) has simultaneously updated its Specifications for the Air Transport of Lithium Batteries. Both sets of rules will come into force on January 1, 2026. The new regulations introduce multiple important adjustments to the carriage conditions for electric wheelchairs and mobility scooters fitted with lithium batteries, whether in the passenger cabin or cargo hold. 1. Same Energy Cap for Installed Batteries, Tighter Rules on Spares
Both the previous and updated regulations require that a lithium battery installed in a wheelchair must not exceed 300 Wh. Any battery above 300 Wh needs carrier approval and is generally restricted to cargo aircraft. What has become stricter is the handling of spare batteries: each passenger may carry at most two spare batteries, each still limited to 160 Wh. However, a new clause demands that spare batteries be individually insulated (whereas before only short circuit prevention was needed), and they are prohibited from checked luggage – they must be carried in the cabin. Furthermore, spare batteries exceeding 100 Wh require a written declaration to the airline at check in.

2. From “Battery Must Be Disconnected” to “Prefer Not to Remove” for Check in
Old standards generally forced passengers to detach the battery from the wheelchair and carry it as cabin baggage. Based on real world user feedback, the new rule now says: keep the battery installed whenever possible, provided the terminals are properly insulated and the wheelchair cannot power on accidentally in the cargo hold. Only if the airline cannot verify adequate protection will they require the battery to be removed and transported separately.

For international flights, preparing an English version of these documents is advisable.

4. Low Energy Batteries (≤100 Wh) Exempt from 72 Hour Notice, but Details Matter
For the first time, the new rules make it explicit: if your wheelchair runs on a lithium battery rated at 100 Wh or less, no 72 hour advance declaration is required, as long as the battery terminals are insulated and the wheelchair is powered down and locked. However, you must still inform the airline staff at check in. If the wheelchair folds and fits into the overhead bin (meeting the airline’s carry on size limits), it may be taken as cabin baggage without counting toward your checked luggage allowance.
